Russia and Ukraine have reported significant cyberattacks on their respective emergency alert infrastructure, marking a surge in digital hostilities just as a rare, localized ceasefire came to an end. The Russian emergency ministry stated that its public warning application, which serves to notify citizens of aerial hazards and incoming drone strikes, was hit by a massive cyberattack that resulted in the dissemination of false information. This incident followed an earlier breach of Ukraine's Air Alarm platform. The Ukrainian air force confirmed that its system experienced hostile interference, which led to the broadcast of false radiation threat warnings. Ukraine's Centre for Strategic Communications has attributed these actions to Russian actors.

These digital confrontations occurred simultaneously with the conclusion of a multi-day humanitarian truce in the southern Kherson region on Sunday. The ceasefire, which had been in effect from October 27 to November 1, was brokered with the assistance of US First Lady Melania Trump and allowed for the passage of relief convoys into the Russian-controlled city of Oleshky. Dmytro Lubinets, the Ukrainian human rights commissioner, acknowledged the end of the pause, describing it as a meaningful contribution to humanitarian efforts. However, military observers expressed concern that the truce had been utilized by Russian forces across the Dnipro River to transport ammunition, deploy surveillance drones, and consolidate reinforcements.

Beyond the digital and humanitarian spheres, the two nations continued to exchange physical strikes. Russia reported an overnight drone attack on an industrial facility east of Moscow, which Ukrainian media identified as the Kstovo oil refinery. Meanwhile, the Ukrainian energy ministry reported new power outages across several regions, including the capital, Kiev, following Russian bombardment of energy infrastructure. Regarding the ongoing strikes on Russian refineries, which the US has urged Kiev to halt due to concerns over rising global fuel prices, President Volodymyr Zelenskyy stated, "If you want us not to attack Russia's refineries, they have not to attack our energy system." He further proposed an alternative, stating, "Give us Patriot missiles."
