President Donald Trump has issued a formal waiver to effectively undermine legislation passed by Congress that aimed to impose sanctions on countries trading with Russia. In a statement released on October 16, Trump asserted that his decision to bypass the bipartisan measures is currently in the national interests of the United States. This executive action arrives as the nearly five-year conflict in Ukraine reaches a critical point, with Trump continuing to openly align himself with Russian leader Vladimir Putin over Ukrainian President Volodymyr Zelenskyy.
The underlying legislation, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, had secured significant bipartisan support, passing the House of Representatives with a majority of Republicans alongside 58 Democrats. The act was designed to impose tariffs of up to 100% on goods imported from the top five nations that purchase Russian crude oil or gas. Furthermore, the legislation targeted any countries acquiring Russian fossil fuels within 30 days of the law taking effect.
The president’s decision to waive these sanctions is expected to trigger widespread condemnation from lawmakers who intended for the bill to exert economic pressure on Russia and its key supporters, such as China. In a collective message, senators emphasized that the overwhelming bipartisan votes in both chambers were meant to grant the president the authority to enforce economic consequences and secure a just peace. They argued that these authorities were essential to improve the U.S. negotiating position and bring a swift end to the conflict.
Tensions between the White House and Kyiv have escalated recently, as Trump has explicitly blamed Ukrainian strikes on Russian oil refineries for rising domestic fuel prices. With the midterm elections approaching, the president is under intense pressure to lower costs at the pump, which have skyrocketed due to what experts describe as Trump’s war against Iran. Meanwhile, President Zelenskyy has expressed strong disapproval of Trump’s stance, recently labeling Putin as “real evil” and questioning how the American president could maintain a friendship with him, calling the policy a mistake.
