Canadian Prime Minister Mark Carney has declared Israel's endorsement of the E1 settlement plan east of occupied East Jerusalem a "direct threat to peace." Speaking on the sidelines of the United Nations General Assembly in New York, Carney also announced $71 million in international assistance for Palestinians while confirming upcoming trade restrictions on settlement-produced goods.
The newly announced Canadian aid package allocates $55 million for immediate humanitarian relief and $16 million to bolster peace and security capacity building, which includes funding Canada's leadership of police training in the occupied West Bank. Carney emphasized that the international consensus supporting a two-state solution, upheld by all of his predecessors since the UN's founding, "will mean nothing if these conditions continue."
On the diplomatic front, Carney confirmed he will co-host a high-level meeting alongside the prime ministers of the United Kingdom and France, as well as the UN secretary-general. The discussions will center "on the two-state solution and the implementation of Security Council Resolution 2720 in Gaza," amid warnings from Carney that "immense human suffering continues."
Addressing economic measures, Carney stated that Canada and its allies are moving forward "with reluctance" to implement "trade restrictions targeting goods produced in those illegal Israeli settlements." He described the trade measures as "a pragmatic, practical action" designed to help foster "a durable peace for Israelis and Palestinians." This aligns Canada with a coordinated initiative launched earlier this month alongside Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, Sweden, and the UK.
The warnings come as Israeli authorities prepare to open tenders on October 25 for 2,167 illegal settlement units under the E1 scheme. These units are in addition to 1,234 units tendered in August, bringing the project's total to 3,401 illegal units. The Palestinian presidency has previously cautioned that the E1 strategic project aims to sever the occupied West Bank by annexing Palestinian land to link the Maale Adumim settlement directly with occupied Jerusalem.
