China is increasingly positioning planetary defense as a cornerstone of its national space strategy, viewing the field as a dual-purpose tool to enhance its international standing and strengthen national security. This shift, while officially focused on monitoring and mitigating near-Earth object risks, is deeply embedded within Beijing's broader pursuit of becoming a comprehensive space power. The nation’s commitment to this field has accelerated significantly over the past several years. In 2018, China formally joined the International Asteroid Warning Network and the Space Mission Planning Advisory Group, both operating under the United Nations Office for Outer Space Affairs. By 2021, the government elevated planetary defense to a top policy priority, with its Space White Paper outlining ambitious goals for early warning, cataloguing, and disposal capabilities. This momentum continued in 2022 with the founding of the Deep Space Exploration Laboratory (DSEL), an entity led by chief engineer Wu Weiren, which now spearheads planetary defense research.

The strategic rationale for these investments is multifaceted. According to observers and academic research, planetary defense serves as a platform for Xi Jinping’s vision of building China into a space power while reinforcing its narrative as a responsible actor contributing to the global public good. Domestically, the program serves to bolster the government’s legitimacy, often responding to public anxiety regarding asteroid impacts. For instance, after a fireball exploded over Yunnan Province in October 2017, authorities announced a dedicated early warning system. Similarly, in early 2025, state media noted significant social media concern regarding asteroid threats, coinciding with a government recruitment drive for planetary defense experts. In March 2025, DSEL organized a conference on near-Earth asteroid defense that was attended by more than 50 Chinese experts.

Beyond scientific inquiry, the program is inextricably linked to military-civil fusion. Many planetary defense technologies have dual-use applications, aligning with national directives to integrate military and civilian development across critical sectors like outer space. This integration is managed under a complex, often opaque, institutional framework involving state-owned enterprises, the military, and various government agencies, with the Chinese Communist Party maintaining final authority. The recent establishment of the Aerospace Force in 2024, one of the seven main branches of the People’s Liberation Army, further underscores the military's central role in China’s space operations.

Despite these advancements, Chinese experts have voiced concerns regarding the nation's actual influence and preparedness. In a 2022 article, researchers including Wu Weiren noted that China’s international contribution remains limited, pointing out that only 32 of the approximately 40,000 known near-Earth asteroids had been discovered by Chinese observatories at that time. These experts have consistently called for greater international data sharing and more active engagement with United Nations frameworks. Looking forward, China is expected to continue prioritizing high-visibility planetary defense projects that offer clear dual-use or strategic value. However, the program’s reliance on opaque governance, restrictive information policies, and its deep integration with the national security establishment may continue to constrain its role in global collaborative efforts.
