Common perceptions often suggest that China’s cyber capabilities represent the full extent of its threat to Taiwan, yet this perspective overlooks the broader strategic context. A comprehensive assessment of any threat requires evaluating the intersection of an adversary’s intent, opportunity, and capability. While China’s cyber programs currently present a notable risk to Taiwan’s digital sovereignty, various environmental factors continue to constrain Beijing’s intent and opportunity to utilize these tools in an existential manner. Consequently, the threat is currently modest, though it remains subject to rapid change as conditions evolve.
In July, Taiwan encountered a first-of-its-kind incident involving a sophisticated AI-driven cyberattack that targeted both government and private sector networks. While these intrusions are suspected to be the work of Chinese actors, such events are not entirely surprising. Experts caution that an overemphasis on these technical capabilities can lead to an inflated perception of the actual threat level. For the Chinese Communist Party (CCP), Taiwan represents a fundamental challenge, driven by the island's dominance in the semiconductor market and its existence as a democracy composed of ethnic Chinese. Beijing views the incorporation of Taiwan as essential to its own legitimacy and power, with a stated goal of achieving integration by 2049.
The most probable scenario for a catastrophic cyber campaign against Taiwan would involve it being synchronized with a physical invasion or a blockade. A naval blockade would likely exert a more significant and enduring impact than a digital one, as physical assets are more difficult to displace than digital effects, which often possess a shorter lifespan. Furthermore, cyber operations require complex, lengthy, and undetected preparation. Once an attack is initiated, network and systems administrators typically work rapidly to identify vulnerabilities, such as malware and access pathways, to reconstitute their systems and patch remaining weaknesses. This defensive response can significantly slow down the momentum of an offensive.
Currently, China does not intend to pursue forced reunification, largely due to the prohibitive costs associated with a kinetic invasion. Estimates suggest such an action could cost trillions of dollars, impacting the global economy by more than 10 percent of worldwide GDP. Beijing would bear a substantial portion of these costs, which would jeopardize other long-term national goals. Instead, China prioritizes information superiority, utilizing cyber tools daily to erode the will of the Taiwanese people and normalize its malicious actions. According to the Taiwanese government, Chinese cyber actors attempt 2.6 million intrusions into critical infrastructure networks every day. Despite these persistent efforts, polling indicates that only 5 percent of the Taiwanese population supports unification with the mainland. Unless a major shift occurs, such as a change in the United States’ “One China” policy or a public declaration of independence by Taiwan, Beijing appears committed to its long-term, non-kinetic strategy.
