British authorities have officially charged two Iranian nationals with conspiring to carry out a terrorist attack against the Jewish community in Manchester. The Metropolitan Police announced the charges on Friday, following the arrest of the two suspects on September 20.
The individuals have been identified as 36-year-old Salam Ahmadyan, a resident of Liverpool, and 34-year-old Rahman Salehi, who resides in Salford. According to investigators, the men are alleged to have been in communication with an overseas third party, potentially based in Iran, regarding the orchestration of the plot. While specific details of the scheme remain undisclosed, police confirmed that the operation has been successfully disrupted.
Deputy Assistant Commissioner Vicki Evans stated that there is no ongoing threat to the public related to this specific matter. The suspects are scheduled to appear at Westminster Magistrates' Court on Saturday.
The announcement comes at a sensitive time for the United Kingdom's Jewish population, arriving shortly after the observance of Rosh Hashanah and Yom Kippur. British Home Minister Shabana Mahmood acknowledged the distress this news will cause, particularly in Manchester, as the community prepares to mark the first anniversary of a deadly knife and gun attack at the Heaton Park Hebrew Congregation Synagogue on October 2, 2025. That incident resulted in the deaths of two people during Yom Kippur services.
In her statement, Minister Mahmood noted that both suspects had arrived in the U.K. by small boat several years ago, describing the situation as a reminder of the government's ongoing efforts to address illegal migration. The past year has seen a series of attacks within London targeting locations with ties to Israel or the Jewish community.
Separately, British authorities are navigating other security concerns involving Iranian nationals. On September 27, five British nationals were arrested near the RAF Fairford air base on suspicion of preparing a terrorist act, although they were later released on bail. Prime Minister Andy Burnham stated that the government believes Iran played a part in that incident, an assertion the Iranian government has denied. Additionally, on Thursday, police arrested a dual U.K.-Iranian national on suspicion of plotting an attack at the same air base, though it remains unclear if this arrest is linked to previous events.
