Vietnam’s top leader, To Lam, who serves as both the general secretary of the Communist Party of Vietnam and the president of the country, is set to embark on state visits to Australia and New Zealand next week. According to an announcement from the Vietnamese Ministry of Foreign Affairs, the diplomatic tour will take place from August 9 to 14.
The visit to Australia is scheduled for August 9-12. Australian Prime Minister Anthony Albanese’s office confirmed that the two leaders will meet on August 11 to discuss opportunities for deepening cooperation. Prime Minister Albanese expressed his anticipation for the visit, noting that the relationship between the two nations is rooted in shared strategic trust and mutual interests. This trip serves to build upon the Comprehensive Strategic Partnership established by the two countries in March 2024, which elevated Australia to the highest tier of Vietnam’s diplomatic hierarchy. Vietnamese Ambassador to Australia Pham Hung Tam stated that the visit aims to consolidate political trust at the highest level and provide fresh momentum for the partnership. Reports indicate that the two nations are expected to sign between 12 and 16 agreements covering sectors such as education, digital transformation, agriculture, and healthcare.
Following his time in Australia, To Lam will travel to New Zealand, arriving in Auckland on August 12 and departing the following day. This marks the first visit by a Vietnamese president to New Zealand since 2007. The trip follows the establishment of a Comprehensive Strategic Partnership last year. New Zealand Prime Minister Christopher Luxon described the visit as a reflection of the high ambition and trust between the two countries, adding that Wellington and Hanoi aim to strengthen cooperation across areas including food, fiber, education, tourism, technology, aviation, and investment. Officials in New Zealand anticipate the signing of five or six agreements during the visit.
These diplomatic engagements occur as Vietnam continues to pursue an omnivorous foreign policy, seeking to maintain strong relationships across the global strategic divide. While Vietnam’s ties with Australia and New Zealand are bolstered by shared concerns regarding regional maritime security, Hanoi remains committed to its relationship with Beijing. To Lam has maintained a rigorous travel schedule since his appointment as general secretary in August 2024, having already visited numerous nations across Europe, Asia, and the Americas to establish or enhance strategic partnerships.
