The United States is pushing for a strategic shift within NATO that would empower European nations to take a more prominent lead in the continent's conventional defence. Elbridge Colby, the US Under Secretary of Defense for Policy, presented this vision to NATO ambassadors during a meeting at the alliance's headquarters in Brussels on Thursday.
According to prepared remarks released by the Pentagon, Colby emphasized that for NATO to effectively navigate future challenges, it must undergo significant adaptation. He described the current review of US forces in Europe as a broad examination of the alliance's strategic posture rather than a narrow focus on specific military bases or locations. Colby stated that the initiative is intended to encourage, enable, and impel a transition toward a more durable and powerful European-led conventional defence system. While acknowledging the progress already made within the alliance, he reiterated that Europe remains a critical area of focus for the United States.
The Pentagon official actively sought feedback from member states, stating that consultations are a vital component of the review process. The US administration initiated this six-month review of troop deployments in June and has since distributed a questionnaire to NATO members covering various topics, including procurement, defence spending, strategy, and support for US foreign policy priorities.
Initial reactions from diplomats in Brussels were described as positive but preliminary. One NATO diplomat noted that the meeting indicated that allied efforts and contributions toward burden-shifting are already underway. A European diplomat characterized the discussion as a sounding-out process, emphasizing that the clear message from allies was that Europe is stepping up and that unity remains essential.
Despite the collaborative tone, the review has sparked questions among European officials regarding the ultimate intent of the US administration. There is uncertainty over whether the process serves as a genuine consultation, a symbolic gesture, or a tactical negotiation. The review is expected to produce at least four sets of options for Defense Secretary Pete Hegseth by November 6, well in advance of a December deadline for the project's completion.
