New York Woman Arrested Over Alleged ISIS Capitol Bombing Plot

Federal authorities announced the arrest of a 35-year-old New York woman on Thursday, August 20, in connection with an alleged plot to bomb the state Capitol building in Albany. Jessica Bowie was taken into custody one day prior and made her initial appearance in federal court on the day of the announcement.

According to federal charging documents, Bowie allegedly planned to construct a homemade explosive device to target the state Capitol building before attempting to flee the country for Syria. Prosecutors stated that investigations revealed Bowie had purchased bomb-making materials at a Home Depot and conducted reconnaissance of the Capitol building, with the Department of Justice sharing photographic evidence allegedly depicting these activities.

The arrest followed a month-long period of communication between Bowie and an FBI confidential informant who was posing as an associate of ISIS. Court filings indicate that the two communicated via an encrypted messaging platform, where Bowie allegedly expressed her desire to target the Capitol. In these messages, prosecutors allege Bowie stated, "I want to destroy as much of the building as possible and kill the senators while they are meeting. I want them to lose a lot of important documents as well. I want it to have a affect on the American system."

John A. Sarcone III, the first assistant U.S. attorney for the Northern District of New York, issued a statement regarding the case, asserting that the values of the American people are fundamentally opposed by organizations like the one to which Bowie allegedly pledged her support. New York Governor Kathy Hochul expressed her gratitude to the law enforcement agencies involved, including the FBI, the U.S. Secret Service, the New York State Police, and the Albany Police. While noting that there is no immediate threat, Governor Hochul emphasized that authorities will continue to work together to ensure the safety of New Yorkers.
